A strategic and collaborative Vice President for Administration and Finance/Chief Financial Officer is central to these efforts.

POSITION SUMMARY

Reporting to the University President, the Vice President for Administration and Finance/Chief Financial Officer (VPAF/CFO) is a member of the President’s Cabinet and serves as the chief administrator and advisor to the President on university financial and administrative matters.

The VPAF/CFO oversees management and operation of the 346-acre campus, establishes and administers effective human resource policies and practices for university managers and staff, and manages an annual university operating budget of $168 million and a university endowment of approximately $12.5 million. Additionally, the VPAF/CFO fosters strong relationships with other senior leaders and campus constituents; works consultatively and collaboratively within the campus community and with external agencies to identify new and existing resources to advance university priorities; and serves as the primary liaison to the CSU system administration, government agencies, and other entities regarding university fiscal and administrative matters.

In support of these efforts, the VPAF fosters and leads a highly productive administration and finance division. Areas of administrative oversight include: budget planning and administration, financial management, human resources management, payroll, physical plant, facilities planning and construction, university police, and administrative oversight of the University Foundation, an independent 501c3 auxiliary organization responsible for commercial operations such as the bookstore, food services, and grant and contract administration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Financial Management

  • Serves and the chief administrator responsible for ensuring sound financial management of the university, including financial planning, budgeting, financial and cost accounting and reporting, contracting and purchasing, fiscal controls, investments, debt management, insurance and risk management, capital construction, and real estate management.
  • Serves as a liaison between the Federal, State and Chancellor's Office auditors and the campus and assures sound fiscal and administrative control practices.
  • Advises the President, other university administrators and academic and administrative leaders on matters concerning financial policies and procedures.
  • Provides transparent, user friendly budget reports and financial information and actively engages the university constituents in budget town halls and other meetings and discussions regarding university financial matters.
  • Develops and implements effective capital and facility financial plans and strategies, including actively pursuing and advocating for state bond funding via the CO and initiating and developing effective win-win partnerships with private and other public entities.

Administration

  • Oversees university space allocation and facilities planning, design, construction, and maintenance of campus buildings and other facilities.
  • Guides and administers campus personnel management, including development and implementation of effective human resources policies, practices and services fostering a high performance culture and a superior workforce.
  • Oversees a highly effective university police operation responsible for assuring a safe and secure campus environment
  • Provides administrative oversight of the University Foundation, an independent 501c3 auxiliary organization responsible for commercial operations such as the bookstore, food services, and grant and contract administration.

Division Leadership

  • Leads an effective and productive division of Administration and Finance. Oversees the recruitment, management, training, retention, and evaluation of highly qualified professional and support staff. Supports and fosters staff success, develops a strong sense of team and cross-department and divisional collaboration, and establishes an environment of mentoring, accountability, and support.
  • Oversees division and department strategic plans aligned with the university strategic plan and coordinates assessment, development, and enhancement of effective fiscal and administrative and policies, procedures, and services established and implemented in consultation with division managers and staff. Actively engages university constituents in providing feedback on business and administrative operations and incorporates input from constituents in developing and implementing changes and enhancements as necessary.
  • Serves as a liaison to various internal and external groups including AEG/the Stub Hub Center, CSU system wide organizations such as the Chief Administrative Business Officers, and the City of Carson.

REQUIRED QUALIFICATIONS

  • A master’s degree or equivalent in business administration, public policy or related field from an accredited institution.
  • A minimum of five years higher education financial/administrative senior leadership experience.
  • Proven track record of effective financial planning and budget leadership in a higher education environment.
  • Demonstrated experience building and maintaining successful relationships and working effectively in a highly collaborative leadership team.
  • Proactive creative problem solver and demonstrated experience thinking outside the box.
  • Superior communications skills including the ability to tactfully communicate both bad and good news.
  • Substantial knowledge of facilities planning, design and construction.
  • Understanding of federal and state laws and requirements that govern university financial and administrative operations.
  • Demonstrated successful experience managing and motivating staff and building and leading a high performing team, including superior leadership, supervision and staff development skills.
  • A strong sense of ethics and sound judgment and decision-making.
  • Excellent presentation, speaking and writing skills and intrapersonal skills.
  • Ability to anticipate, plan, and implement improvements and changes in operations and services as necessary.
  • Demonstrated evidence and strong commitment to diversity, equity, and inclusion in a multicultural environment.
  • Deep understanding of and appreciation of the academic sector.

PREFERRED QUALIFICATIONS

  • Experience working in a financial or administrative capacity at a regional public comprehensive institution.
  • Familiarity with California public higher education, California legislative affairs, and in interacting with legislators and state higher education advisory/regulatory agencies.
  • Demonstrated experience partnering with private or public entities to enhance university facilities, operations or services.
